As part of next week's PvE balance tuning, we are introducing another round of changes aimed at strengthening weaker specializations in both raids and Mythic+ dungeons. In addition, we are making several adjustments for most tank specializations to improve their survivability and narrow the performance gap between them. As for PvP, we continue to strengthen weaker specializations, keep an eye on healer balance, and reduce the burst damage of specializations capable of killing opponents in a short window of time. Going forward, we will continue monitoring specialization performance, focusing in the next balance pass on the diversity of hero talents, while keeping an eye on the overall balance of classes and specializations across all game modes. Frost Death Knight's single-target damage is falling behind our expectations, so we are increasing the damage of Obliterate and Frost Strike to provide a more focused boost in single-target situations. We have also increased the damage of Frostscythe to help Rider of the Apocalypse in multi-target situations.
  • Obliterate damage increased by 12%. Does not affect PvP.
  • Frost Strike and Frostscythe damage increased by 15%. Does not affect PvP.

Flameshaper Evoker's single-target performance lags behind Scalecommander more than we would like. This adjustment aims to improve Flameshaper's effectiveness without negating the time and effort Evokers have invested in mastering effective Scalecommander play.
  • Flameshaper: Engulf now allows Disintegrate to detonate for 150% of Fire Breath damage (was 115%).

We have noticed that Protection Paladins struggle to handle magic and periodic damage in Mythic+ dungeons. The goal of these changes is to improve survivability and effectiveness through a combination of reduced damage taken and increased self-healing.
  • Auto-attack damage increased by 50%. Does not affect PvP.
  • Bulwark of Righteous Fury (ranks 2 and 3) now increases Judgment damage by 20%/40% (was 10%/20%). Does not affect PvP.
  • Bulwark of Righteous Fury (rank 4) now increases Shield of the Righteous damage against the primary target by 100% (was 50%). Does not affect PvP.
  • Greater Judgment now increases the damage of the next Shield of the Righteous against the target by 50% (was 40%). Does not affect PvP.
  • Inner Light now reduces magic damage taken by 12% (was 10%).
  • Bastion of Light now increases armor by up to 60% based on missing health (was 50%).
  • Light of the Titans healing while affected by a harmful periodic effect is now increased by 200% (was 100%).

Holy Paladin's healing output does not meet our expectations, so we plan to strengthen its Holy Power-spending abilities to reinforce its core gameplay and make resource usage more satisfying.
  • Word of Glory healing increased by 20%. This also affects Eternal Flame and its periodic healing.

In the Midnight expansion, Brewmaster Monks' self-healing was significantly increased. While this addressed one of the specialization's long-standing weaknesses, we found that their overall defensive potential ended up somewhat overtuned. These changes aim to reduce self-healing and narrow the gap between Brewmasters and other tank specializations.
  • Healing Elixir now restores health equal to 40% of damage dealt by Fire and Nature effects (was 50%).
  • Shado-Pan: Intuition Training now reduces all damage taken by 8% (was 10%).

  • Fists of Fury now deal 60% of their primary-target damage to secondary targets (was 54%).

  • Blade Flurry now allows abilities to strike nearby enemies for 28% of damage dealt (was 30%).
  • Fatebound: Inevitable End now increases the damage transferred by Caustic Spatter by 5% (was 6%).
  • Trickster: Unseen Blade now increases Blade Flurry damage by 25% during Flawless Form (was 30%).

We are making some adjustments for Enhancement Shamans aimed at providing consistent damage sources outside of burst windows, as well as bringing Stormbringer slightly closer to Totemic.
  • Lightning Bolt damage increased by 8%. Does not affect PvP.
  • Chain Lightning damage increased by 25%. Does not affect PvP.
  • Tempest instant damage increased by 20%. Does not affect PvP.
  • Tempest weapon enchant effect damage increased by 10%. Does not affect PvP.
  • Stormstrike and Windstrike damage increased by 15%. Does not affect PvP.
