You can obtain this mount by defeating the boss Skia (part of the Nine) in the Sanctum of Domination raid.

Accessing the raid is very straightforward. Here’s what you need to do:

• Go to your faction’s portal room and teleport to Oribos.
• Jump into the well in the very center of the city to reach the Maw zone.
• In the Maw, head toward the The Beastwarrens.

The drop chance for this unusual mount is ~0.4 %.

• The mount can only drop from the Mythic and Heroic difficulties of the raid, which significantly increases the challenge of obtaining it.
• The item drops as standard boss loot and is distributed among raid members who win the roll in the loot system.
